The Alcohol Testing Alliance was established in Austin, Texas on May 5, 1995. Fifty-six persons unanimously agreed to the creation of a group with the mutual interest of alcohol testing in the State of Texas. This Alliance is formed for the following reasons:
(a) To provide an association for persons who are actively engaged in the science and profession of alcohol testing.
(b) To promote the education for and research in alcohol testing.
(c) To encourage the study, improve the practice, elevate the standards and advance the cause of alcohol testing.
(d) To plan, organize and administer meetings, report and other projects for the stimulation and advancement of these and related purposes.
(e) The Alliance shall be limited to such activities as fall within the scientific and educational purposes as prescribed by Section 501[c](3) of the Internal Revenue Code.
This Alliance shall be operated as a nonprofit organization, and the powers of the Alliance shall be vested in its membership. No net earnings shall be distributed at any time to anyone. Upon dissolution, any and all assets remaining of the Alliance shall be donated to a similar organization of like intent and purpose.
